While "B" can stand for many different things in different contexts (as the other answer illustrates), in a race code like this, "B" stands for "beaten." Clm means that the race is a claiming race, meaning that all the horses are for sale for the stated price... here, that price is $4000. After Clm 4000, there can be different letters and numbers that signify further conditions on the race. Often, you'll see claiming and allowance races that say N1L, meaning non-winners of one race lifetime... that means that if the horse has won a certain type of race, it can't compete in this race.
